A quorum of those present plus proxy votes was established and the meeting proceeded. The above mentioned Agenda for the Meeting was confirmed.

1. Racing Calendar, 2009

The proposed Dragon Racing Calendar for 2009 was confimed - to be posted on the new www.russiandragon.ru website.

It was agreed that the Entry Fee for the Open Russian Championships will be Euros 1,000.00.

A venue for the Open Russian Championships was not decided. It was agreed that St Petersburg would be given until 25 December 2008 to submit a proposal before deciding on the final venue.

2. Rating 2008

It was agreed that foreigners, except those resident in Russia and competing for Russia will be excluded from participation in the Russian Dragon Rating system.

It was confirmed that the Russian Rating for 2009 will remain as previously by boat, taking the best two (2) results from the following three (3) Regattas held in 2008:

  • the Russian Open Championships
  • the Silver Cup
  • the Bankers’ Cup

It was further agreed that the rules for the Russian Rating System for 2010 will be the same as those for the International Dragon Rating System, that is, by helmsman, again taking the best two (2) results in 2009 from the three (3) Regattas noted above.

It was agreed that only those Russian Dragon Association members who had paid their membership fees for the current year, 2008 will be entitled to partcipate in the Russian Dragon Rating List for 2009.

It was further agreed that only those Russian Dragon Association members who paid their 2009 membership fees before the Bankers’ Cup, that is, 23 June 2009 will be eligible to partcipate in the:

  • the European Championships
  • the World Championships

and in the 2009 Regattas used to formulate the Russian Rating List, 2010, that is:

  • the Russian Open Champioships
  • the Silver Cup
  • the Bankers’ Cup

The offical rating will be posted on the new website.

3. Financial Report

Olga White presented a brief overview of the current financial status of the Russian Dragon Associaiton. From a potential of 104 boats only 43 memberships have been paid up at 10,000 roubles per member, that is, a total of 430,000 roubles. After existing running expenses, a total of 174,605 roubles remains at this date.

Immediate expenses will include those for:

  • officially registering the Association
  • accounting
  • website establishment and maintenance
  • travel expenses

In additon, other expenses for 2009 will include:

  • membership fees for the International Dragon Association
  • membership fees for the Russian Sailing Federation
  • fees for the Open Russian Dragon Championships
  • expenses for running the Open Russian Championships, 2009

4. Membership Fees, 2009

It was agreed that the annual membership fee for 2009 will be 20,000 roubles, to be paid before the Bankers’ Cup, that is, 23 June 2009 for each boat participating in any of the above mentioned Russian Rating and International Regattas.

5. Website

Olga White informed members that a new website, www.russiandragon.ru is in process of development and will become the one and only official website for the Russian Dragon Association. It will be registered in the name of the Russian Dragon Association as soon as the official registration of the Association is completed.

Members were invited to view the website and submit comments and proposals for improvement and to register and participate in the Forum for Members.

6. Official Registration

Olga White informed members that the process to officially register the Russian Dragon Association as a legal entity had started, including new Articles of Association. On completion of this process the Association will be officially registered with the Russian Tax authorities and open bank accounts.

The new, official Articles of Association will be placed on the new Russian Dragon website.

7. Other

Russian Dragon Boat Registration

Olga White handed out registration forms and requested that all members register their Dragons on the official form so that the Association may compile an uptodate, official register of all Dragon members and their boats and contact details. Those not completing a form at the meeting were requested to register via the new website.


International Dragon Association Annual General Meeting

Olga White presented a brief overview of the International Dragon Association Annual General Meeting in London, 18 October 2008 and decisions taken. Detailed information to be placed on the Russian Dragon website, inlcuding rule changes.


International Sailing Federation (ISAF)

Olga White informed attendees that the Dragon International Rating List will be based on helmsman results and not boats. In order to participate in the International Dragon Rating List helmsmen will need to register with ISAF to obtain an ISAF number which will then need to appear on all entry forms for International Rating Regattas.

Additional Regattas

The date for the “Friendship” Pirogovo/Burnham-on-Crouch Regatta was confirmed for 24 - 25 October 2009. It was agreed that Burnham-on-Crouch will look for a third country, probably Denmark to participate in the annual “Friendship” Regatta with a view to reducing the number of boats participating from each Club to three (3) Dragons with each participating country to host the Regatta only every third year.

It was agreed to post information regarding international regattas on the Russian Dragon website for the information of members.

Dress Code and Behaviour at International Dragon Regattas and Events

It was stressed and agreed that Russian Dragon team members participating in international regattas should observe a higher and respectable level of dress and behaviour as follows:
dress for international regatta official social events should be smart casual and not sailing dress
behaviour should be polite and respectful and never disorderly

All minutes of official Meetings of the Russian Dragon Association to be posted on the Russian Dragon website.
